Check strict diagonal dominance exactly, \(|a_{ii}| > \sum_{j \neq i} |a_{ij}|\).

Reading every entry is the size of the matrix, so it is decided, not sampled. It needs entrywise access; an operator exposing only apply is left unchecked.
